Things like bolt cutters, secondary targets, guard uniforms, and grappling hooks spawn in different locations each time. They have set spawn locations but they aren't going to be in the same ones every time.

We then basically just rush the gate, kill the guards in the car and the bike, take the car and RUSH to the boat on the main docks and escape! Obviously this method just depends on spawn rates and locations of the gold on the compound but i think there should always be enough.

There's only one guard patrolling there so it's very easy to get out undetected. Head south and swing by the south side of the compound. So far there are 4 different confirmed locations. At the airport, as you mentioned, beside one of the buildings at the northeast dock, next to some shipping crates at the main dock, and a bit down the road from the compound.
